President Donald Trump has effectively revealed his Plan B for Russia sanctions: if NATO allies do not unanimously agree to a complete ban on Russian oil, the sanctions will remain off the table. This conditional approach, detailed on social media, makes European unity the trigger for American action.

The President laid out his logic in a weekend post, explaining that he is willing and “ready to do major Sanctions on Russia,” but not under the current circumstances. He sees the ongoing purchase of Russian oil by some allies, such as Turkey and Hungary, as a fundamental flaw in the West’s strategy, one that he is unwilling to overlook.

As part of a broader strategy to isolate Russia, Trump also suggested that NATO should collectively impose heavy tariffs of 50% to 100% on China. This would penalize Beijing for its role as an economic enabler for Moscow. Trump believes this combined economic pressure is the fastest way to force an end to the conflict.

By tying his hands until NATO acts, Trump is forcing the alliance to confront its most divisive issue regarding Russia policy: energy dependence.
